Chair – Missouri
Sam Gladney is Chair of the Bi-State Development Board of Commissioners. He was appointed to the Board of Commissioners by Governor Mike Parson in December 2020. He is of counsel at Stranch, Jennings & Garvey PLLC, where he represents labor unions and multi-employer pension and welfare funds, joint labor-management committees, and assists clients with regulatory compliance matters.
Gladney completed his undergraduate studies at the United States Military Academy at West Point prior to serving in the United States Army; in this capacity, he was deployed twice in support of Operation Iraqi Freedom. During those deployments, he managed micro grants to support Iraqi businesses southeast of Baghdad and subsequently led a platoon in Mosul. At the conclusion of his second deployment, he was awarded the Bronze Star.
Gladney is a graduate of the University of Missouri-Kansas City School of Law and a 2020 graduate of Leadership St. Louis. He currently serves of the Board of Directors at Places For People, is a member of the AFL-CIO Lawyers Coordinating Committee, and served as the President of West Point Society of St. Louis from 2016-2020.
