Patrick Brown serves as Director of External Affairs and Chief of Staff of Ameren Corporation, bringing a distinguished record of regional leadership, strategic operations, and public sector governance to the Bi-State Development Board of Commissioners.
Deeply anchored in the civic fabric of the St. Louis metropolitan area, Mr. Brown has spent decades forging collaborative partnerships and steering complex public initiatives. His extensive tenure in municipal leadership includes serving the City of St. Louis as Chief Resilience Officer, alongside high-impact service as Chief of Staff and Deputy Chief of Staff within the administrations of Mayors Francis G. Slay and Lyda Krewson. Across these roles, he has been a driving force behind vital intergovernmental strategies, transformative urban planning initiatives, and foundational infrastructure policy. Mr. Brown holds a Bachelor of Arts in Political Science from Saint Louis University.
